🌏 APLW 八月正能量分享會|Track 2 Diplomacy — You and Me 🌏✨ 第二軌外交的路上,我和你

本月分享會邀請 吳惠芳理事 主講。她以 國際自由婦女聯盟亞太區副主席、亞太自由婦女協會理事 的身份,分享自 2021 年 聯合國婦女地位委員會(UN CSW) 第 65 屆至第 69 屆五次平行會議的親身參與經驗。


吳理事指出,在國際舞台上,除了官方外交(Track 1),民間與非政府組織透過「第二軌外交」同樣能發揮強大影響力,推動國際對話、促進跨國連結,並為性別平權與民主價值持續發聲。她特別強調,當前國際社會若能考量承認尚未具備完整國家條件的巴勒斯坦,卻拒絕承認早已擁有軍隊、國防、外交、土地與人民等國家要件的台灣,此種雙重標準不僅削弱國際秩序,更向北京釋放錯誤信號。


正當全球輿論逐漸轉向正視中國挑戰並謹慎因應之際,台灣人也必須清楚認識到,台灣國際空間受限,不僅因為中共打壓,更因我們尚未持續以國際社會聽得懂的語言,傳達台灣的存在價值。


台灣是亞洲最成功的民主國家,擁有自由媒體、司法獨立、經濟活力與半導體優勢。但若我們不主動發聲,外界就可能以「大中國」的框架來定義台灣。要拓展外交空間與提升國際能見度,不論是 Track 1 正規外交,或是 Track 2 民間外交,都不應被藍綠或政黨所侷限,而是需要全民齊心,將台灣的存在與價值持續傳遞出去,讓世界看見台灣、重視台灣。

現場近40位與會者深刻體會到,二軌外交不僅需要人力與資源支持,更仰賴跨時區的協調與整合。這條道路漫長且孤獨,成果不一定立竿見影,更需要眾人同心協力,匯聚力量,讓世界聽見台灣。

 On the Road of Track 2 Diplomacy: You and Me — A Complete Success!

This month’s forum featured Ms. Josephine Wu Vuylsteke, Vice President of the Asia-Pacific region of Liberal International Network of Liberal Women (INLW) and Board Member of the Asia-Pacific Liberal Women Association (APLW). She shared her experiences participating in five consecutive sessions of the United Nations Commission on the Status of Women (UN CSW65–CSW69) parallel meetings since 2021.


Ms. Wu Vuylsteke emphasized that beyond official diplomacy (Track 1), civil society and NGOs can play a powerful role through “Track 2 Diplomacy,” fostering international dialogue, building transnational connections, and amplifying voices for gender equality and democratic values. She highlighted the double standard in global politics: when the international community considers recognizing Palestine, which lacks full statehood, yet refuses to recognize Taiwan, which fulfills all the essential criteria of a sovereign state—military, defense, diplomacy, territory, and people. Such inconsistency undermines the global order and sends the wrong signal to Beijing.


She also reminded the audience that Taiwan’s limited international space is not only due to Beijing’s suppression but also because we have not consistently spoken in the language the international community understands to convey Taiwan’s value and existence.


As the most successful democracy in Asia, Taiwan enjoys a free press, judicial independence, economic vitality, and technological leadership. Yet without actively voicing its position, Taiwan risks being defined by others within a “Greater China” framework. Expanding Taiwan’s international visibility—whether through Track 1 or Track 2—should transcend partisan divides and unite all Taiwanese in communicating Taiwan’s presence and value to the world.


Nearly forty participants resonated with this message, realizing that Track 2 diplomacy requires not only resources but also coordination across time zones and sustained collective effort. Though the path is long and often lonely, the power of united voices will strengthen Taiwan’s presence on the global stage and ensure the world hears Taiwan.
